General Secretary

The Hong Kong Sports Association for the Physically Disabled (HKSAPD) is a multi-sports association with the vision of enabling Hong Kong’s Para athletes to achieve sporting excellence.
 
The General Secretary (GS) holds the key position as HKSAPD’s Head of Staff and reports to the Chairman and Executive Committee (ExCo).  Working closely with ExCo and all subject committee. The GS is responsible for all organizational and operational matters of HKSAPD.  High level of integrity and ethical standards, strong governance principles, management and communication skills and a passion for Para sports are major prerequisites.
 
 
Major Responsibilities
  • Support ExCo to ensure decisions are made on an informed basis
  • Provide proposals to ExCo on critical directional decisions, resource allocations, and be responsible for the execution and delivery of agreed strategies
  • Develop and drive finance, sport management and marketing communication goals
  • Maintain and enhance strong working relationships with stakeholders, including the HKSAR government, international federations, the Hong Kong Institute (HKSI), the Hong Kong Paralympic Committee (HKPC), national sports associations, local district sports associations, coaches, athletes, sponsors, volunteers, and the general public
  • Ensure compliance with all applicable laws, rules, government regulations and adherence to all standards, policies, and procedures
  • Formulate fair and transparent policies in the selection of athletes for competitions
  • Handle complaints by preparing necessary materials for ExCo’s consideration
  • Ensure smooth operation of all promotional, developmental, elite, and international sports programmes
  • Work with the Financial Officer to prepare regular financial reports and submit annual budgets for ExCo’s endorsement; ensure proper filing of financial records and adherence to governance regulations
  • Ensure marketing, branding and sponsorship strategies are developed and implemented
  • Identify new sources of funding by exploring sponsorship opportunities, grants donations
  • Provide leadership, supervision, and development to HKSAPD staff, enabling them to meet HKSAPD’s needs and deliver agreed outcomes
 
Requirements
  • Degree holder in Business Administration, Management, or a related field
  • Minimum of 15 years working experience with at least 5-year experience at management or supervisory level
  • Experience to lead strategic planning processes
  • Minimum of 5-year experience of work or being board members of national sports association
  • Excellent command of written and spoken English, Cantonese, and Mandarin
  • Familiar with MS Office including word processing, spreadsheet, and presentation software
  • Proven leadership ability within a team setting
  • Excellent communication, organizational skills, and attention to detail
  • Good understanding of government administration such as grant applications and governance requirement
  • Outside funding or sponsors sourcing experience
  • Ability to travel, work outdoor, on weekends or public holidays

Salary
Salary range is from Master Pay Scale Point 40 (HK$96,055 per month) to Master Pay Scale Point 44 (HK$112,925 per month), subject to qualifications and experience.
